Brighton’s Bye-Laws for Pleasure Boats were introduced on 18 August 1825, and these licences were required to be worn by boat owners. By the turn of the 20th century the pleasure boat industry was deemed by Brighton fishermen to be far more lucrative than fishing and their numbers increased dramatically. A similar licence, numbered 118, is in Brighton Museum
