Phillip Lyons Bell was born in Manchester on 27 December 1878, and joined the Royal Navy as a Boy 2nd Class on 5 June 1894. He is also entitled to the 1914-15 Star trio for service in the Armed Merchant Cruiser Ebro but, having spent three periods in the cells, did not receive the L.S. & G.C. medal.
