Joseph James Randall was born in Southampton on 26 October 1851 and joined the Royal Navy as a Stoker Second Class on 9 December 1875. Advanced Stoker on 1 June 1876, he served in H.M.S. Alexandra from 12 March 1880 to 3 January 1883, prior to purchasing his discharge on 5 May 1884.
