Arthur W. Allen was born in London in January 1844. He joined the Royal Navy as a Sick Berth Attendant in June 1872, and advanced to Sick Berth Steward in July 1876. Allen served with H.M.S. Eagle from January 1873 (awarded L.S. & G.C. in August 1882). He was shore pensioned in September 1882.
