Frank Hopper was born in Bothwell, Hartlepool, County Durham, and attested for the Border Regiment at Sunderland on 28 November 1883. Serving with them in India from 21 February 1899, he transferred to the 2nd Battalion, Highland Light Infantry on 31 May 1890, and was promoted Corporal on 15 March 1892, and Sergeant on 28 November 1894. Returning home on 21 March 1900, he saw further service on the Permanent Staff of the 4th (Militia) Battalion, and was discharged on 27 January 1909. Following the outbreak of the Great War he rejoined the Regiment and served on the Western Front from 12 May 1915, and also saw service with the Labour Corps.
